This mechanism was employed extensively during the 2002 drought on the North Platte and Bighorn river systems, and again during the 2020-2022 dry period in portions of the Green River and Shoshone basins. Municipal water rights, which are typically held as senior appropriations by cities with long establishment histories, are generally among the last to be curtailed, but municipal users in rapidly growing communities that hold younger water rights may face vulnerability during extended drought cycles. The Wyoming Water Development Office's demand management study program is actively working to identify and address such vulnerabilities before the next major drought emergency arrives.
