Daniel Roy covers municipal water policy from Ontario through Quebec to the Atlantic provinces. It is the hardest part of the country to summarise: there is no regional district structure like Metro Vancouver's, so watering rules are written street by street by hundreds of separate municipalities, and a bylaw in one town routinely contradicts its neighbour. He works outward from source documents — municipal arrosage bylaws, conservation authority low-water advisories, and provincial drought declarations — and is explicit about which of the three actually carries a penalty.
