Prince Edward Island Water Restrictions 2026

Charlottetown runs mandatory seasonal water conservation restrictions limiting outdoor watering to two hours a day within set morning and evening windows, and adopted a two-level drought contingency plan in May 2026. Prince Edward Island is the only province in Canada with no surface-water drinking supply at all — every drop comes from groundwater, which makes demand management a permanent concern rather than a drought response.

The only province with no surface-water supply

Prince Edward Island draws 100% of its drinking water from groundwater. Not most — all. There is no lake intake, no river intake and no reservoir anywhere on the island. No other Canadian province is in this position.

That single fact explains why Charlottetown regulates outdoor water use more tightly than most Canadian cities its size, and why the rule is shaped the way it is.

Note the design. Rather than assigning days by address parity — the York Region and Montreal model — Charlottetown caps duration and excludes the middle of the day. Address parity spreads when water is taken, which suits a distribution network with a peak-hour ceiling. A duration cap limits how much is taken, which is what matters when the underlying resource recharges over years.

The drought contingency plan

Council approved a two-level plan in May 2026, sitting above the standing restrictions: voluntary conservation under extreme drought, becoming mandatory with restriction and penalty notices under exceptional drought.

Why groundwater dependence changes everything

There is no alternative source and no pipeline to the mainland. Recharge rate is a fixed ceiling that no amount of infrastructure spending raises. What happens on the surface reaches the supply, because the surface is the top of the supply — which is why nitrate loading is a long-standing island water-quality concern. And coastal aquifers are bounded by sea water, so over-pumping near the coast risks saltwater intrusion, which is effectively irreversible on human timescales.
