Halifax Water has no active conservation alerts. It does maintain a real mandatory conservation framework and has used it — Lake Major reached Mandatory Conservation Phase 1 in September 2025 while the Pockwock system, less susceptible to dry conditions, stayed voluntary. The two supply areas are managed separately, so a restriction on one side of the harbour does not automatically apply to the other.

No active Halifax Water conservation alerts — Pockwock Lake, Lake Major and Bennery Lake supply 99.95% of Halifax Water customers.

Conditions are tracked by the Canadian Drought Monitor (AAFC).

No restrictions in effect — but Halifax has a real framework

Halifax Water's alerts page currently shows no active conservation measures. Unlike most of Atlantic Canada, though, Halifax operates a genuine mandatory conservation system, has used it recently, and can apply it to half the region at a time.

Two supply areas, restricted independently

Pockwock Lake, Lake Major and Bennery Lake supply 99.95% of Halifax Water customers. Pockwock serves Halifax, Bedford and Hammonds Plains; Lake Major serves the Dartmouth side.

They are separate systems and can be restricted separately. In September 2025, Lake Major reached Mandatory Conservation Phase 1 while Pockwock customers stayed on voluntary measures — Pockwock's pumping arrangement makes it less susceptible to dry conditions.

The practical consequence catches people out constantly: a restriction announced for Halifax Water may not apply to you. Read the alert, not the headline, and know which lake supplies your address.

Why one of Canada's wettest regions restricts at all

Halifax receives around 1,470 mm of precipitation a year. The reason it still restricts is that the source lakes are small relative to that rainfall. Pockwock and Lake Major are modest catchments, not Great Lakes — they draw down within weeks in a dry summer, and the autumn rain that refills them arrives after the demand peak has passed.

Note the timing that follows from this: Nova Scotia restrictions tend to arrive in late summer, after months of cumulative drawdown, rather than during the first heat wave.

Not to be confused with Halifax, Massachusetts, which runs its own outdoor watering restrictions under an entirely separate state regime.
